To be eligible for ADHC, individuals must be 18 years of age or older and have the following characteristics (Title 22, California Code of Regulations, Sections 54209):

• Physician-prescribed rehabilitative services for a medical condition.
• Mental or physical impairments, which handicap daily living activities.
• Likelihood that individual's level of functioning can either stabilize or improve.
• Individual's condition is likely to deteriorate, leading to institutionalization without ADHC services.

Eligible veterans (with non-service and service-related disabilities) may qualify for care due to medical needs, respite care for family, social or counseling services.
